Strange Chrome Behaviour - High CPU usage even when closed

So I've noticed this happening recently with Chrome. I'll be browsing, Youtubing, whatever and then close chrome. Or sometimes I'll have it open when gaming and just get terrible FPS.

Chrome is nailing the CPU like it's a drunken first date and I have no idea what it's doing. As you can see below, it is closed (was open). No open tabs, it isn't running. Yet CPU usage is at ~60%.

Anyone else having this issue or noticed similar? Only noticed it in the last week but it could have been happening for longer.

If its similar issue to mine, you'll find Chrome running in the pop menu you get whenyou click the arrow next to the time, etc. Right click the chrome icon then click stop running in background (or something similar)
