Suggestions for routers with rate limiting

I'm currently on a 10mbps line in a household of 5 and most of the time my latency is always jumping around because 3 people in the house are streaming/browsing ect. I was told by a friend that setting up QOS would not help with reducing the lag, so im considering getting a router that can rate limit the internet connection or entire LAN, preferably a router where i can set the limit and not have to restart the router for the changes to take effect. Budget is 1k, but im willing to go a little bit over that.
 
Tp-link TD-W8960N (~R500) has a "Traffic Control" feature, and I think it is common to a lot of tp-link routers. I have also seen at least one Asus router with this feature too. You set limits by local IP address so if you connect devices with dhcp you must use the router's "static ip leased list" so that it will assign a specific ip to a specific mac address.
