LOL! This sounds exactly like what a student would do, if your not in a mood to do assignment yourself you copy the original work and just change it a bit. The guy in charge was probably too lazy and decided to just copy and paste and change the data a bit.
These figures don't mean much anyway, even the first set was probably cooked.
It is indeed possible, but what is strange is that the latest stats were released first (which were the same as the Fed stats), then after a day or two the ‘new’ Feb stats came out. Both xsl docs are dated the same (Feb 16 2007) which does not help much…Doesn't the quote go, "Never attribute to malice that which is adequately explained by stupidity"?
Point is, isn't it possible that the employees in Telkom mistakenly used the march stats for the latest release, but then used the august stats for the march report?
