I still find it shocking the Telkom quotes prices in 64kbps increments. This is 2011, FFS.
The viability of such an offering obviously depends on how many of these HOF Rooms there are, where they are situated, and the number of exchanges connected to a single HOF Room. The higher the Exchange:HOF Room ratio, the cheaper it will be for a 3rd party to provide their own backhaul. Best option would be for DFA or someone else to provide a nice fat fibre link into each HOF Room, and then resell the capacity to companies like IS and MWEB. Would be the cheapest business model - sharing backhaul costs.
