btw could be browser. think there was a fix posted somewhere about youtube and streaming issues.
Try another browser or try www.youtube.ca (think thats canada and works for somepeople)

I hear you. 2 weeks of poor international speeds. I am trying to download from shutterstock and the download starts at full speed 450 kb/s for a few seconds and quickly grinds down to a crawl of 40-60 kb/s. That is symptomatic of heavy shaping. I had the same problem with MWeb before and was told that when a download starts off at full speed and quickly reverts to a crawl, then shaping is in place. (Shaping, the politically correct word for throttling.) No streaming sites work other than some youtube videos which are probably the ones cached on local servers. I have not even hit 150gb this month yet because I can't - 40-60kbps on a 4mbps account is pathetic. Not what I am paying for. For some weird reason, NNTP manages full line speed some of the time. But http is completely useless at the moment and has been for a while now. Just tested with my free 1gb Afrihost account and it flies at full line speed, so this is not the cliched 'exchange congestion' issue. My exchange has very few ADSL users going through it anyway.

ok i can only watch hulu on low quality now...used to be no problem before on a 2meg line....

I don't think this is on our side, I don't see anything on our side that would result in this.
If your username is still the same as in February, I will ask someone on the ADSL network side to have a look at your line/DSLAM tomorrow.
All I can say is... if I use TI I am throttled to the point of 4mbps account being useless on http international. Switch to Afrihost account and all is perfectly fine. Switch back again and back to 40-60kbps. So I may as well switch to Afrihost and stay there. This is 2 weeks like this now.
I am also in CPT and also cannot stream. On 4mb TI on a 6mb line. Hulu and netflix buffers constantly. Never did a few weeks ago. 
On your side? Quite a few people are reporting the same issues as me?
I have even replaced the router on intruction of Telkom. I'll PM you the user account details again, Telkom randomly cancelled my account in March, so I'm not sure if I got issued a different account.
What I find odd is NNTP downloads are usually good - 400KBs... but browsing and streaming just doesn't happen, when I had the test account, it followed a slightly different routing path, and didn't have issues for the short while it was on.

This is a 4 meg line:
Game latencies to the EU are ****ing spastic (sub 200ms on an Afrihost account, + 600/2000 ms on Telkom).
What in the ****ing christ is going on?
Speedtests are not where they should be either (compared to when I started with Telkom), although in no way reflective of the fact that a Youtube video downloads ten times slower than it should...:

Nope, which just confuses and enrages me further.
Although, when things where working properly, my international download speed was generally above 500 KB/s (on speedtest.net).
@Ranger As I've said now in my last 3 posts, something is up. I cant even stream HULU currently on low Quality on 4mb TI right now. :O What are you not telling us. All I see is people from Cape Town complaining nothing is coming of it. What happened to the Cape Town IPC upgrade that was suppose to happen last weekend? If it has been done already then you guys serious broke something because since Saturday I cannot stream anything above low quality AGAIN.
