Try getting a trial News server with Tweaknews https://www.tweaknews.eu/?page=order&product=1 this could rule out the possibility that it could be your News server that's a bit IFFY..

Which news provider?
If on free local news then I can only assume it is the news account being shaped.

Definitely a KZN problem as I'm experiencing the same issue. Torrents seem to have gone really slow after 12am.
Ranger, TelkomZa could you please provide some feedback with regards to this problem. Your'lls input will be highly appreciated.

Only on downloads though, which is a little annoying, but all else seems fine on my side. You got the same ? Downloads only, or is your whole internet stuffed ?
Not just KZN - I'm in Joburg and been having the same issues for over a week.
Port reset fixes it for an hour or two then slows down again.
Found that my line was syncing at only 900kbs.
I got Telkom ADSL (not TI) to send a technician out (get a CRK ref number logged - it's the only type where work gets done)
Line's syncing at 4096kb/s again but HTTP downloads still very erratic.
Haven't tried NNTP or torrents.

I remember Ranger mentioning something about changes to Gauteng which I think are affecting GP and KZN regions.
