Why would that make a difference?
If there is a problem with the line, creating a new port "hides" the problem temporarily by giving full speed but then it degrades over time apparently.

TI 4 meg uncapped dog slow here in the Southern Cape. I shouldn't have bragged the other day about having no issues, 'cos today I even checked down in the systray to make sure I wasn't on dial-up. Most sites, local and international, dog slow. Changed to all sorts of different DNS', then tried an old axxess voucher - worked perfect.
