The best ISP for internet cafe

Good Afternoon everyone
I have a residential flats to rent for 50 families,I want to introduce access to the internet via Wi-Fi connection,I need to know who are the best service provider for business like this? Like selling minutes or data to tenants,e.g 30 mins access for R15 and restricting downloads and uploads of anything over 2MB!

Who can I approach for service like this? what are your recommendations?

Just a quick note - With those restrictions, your users wouldn't be able to view any flash-heavy sites, where a single page can easily be over 2MB.
 
For 50 users you would definitely have to look at 10Mb business uncapped ADSL, you can get all inclusive from Mweb for R3 359 which works out to R67.18 per user per month which isn't a whole lot, you might even want to get a bonded ADSL solution of say 2 or 3 10Mb lines

You are going to want to restrict how they use it though so that one user doesn't kill the line for everyone else, so stick in a MikroTik that blocks/limits torrents to after hours, say 12am to 6am, you can also do QoS on the MirkoTik to prioritize traffic.

You might also want to consider drawing up a acceptable use policy that they have to sign barring them from downloading/watching illegal content

Internet Solutions has set up a number of internet access points in locations such as hotels and airports. It does restrict the amount of time and MB that the clients have access to. So you could offer for instance 15 minutes free time every day for each user. If they want more then they open an account and it works on a pay as you go basis.
I have used a few while travelling and it works very well.
