Yes, the the latter, it's scandalous, it's like asking someone to write a favorable review about you, paying them while pretending like you had nothing to do with it.
It's a very desperate move and it makes even Mashele look bad. There's nothing wrong about, get the author, pay them to write a book about you but don't pretend like it's an independent thing by the author.
