Yes, the the latter, it's scandalous, it's like asking someone to write a favorable review about you, paying them while pretending like you had nothing to do with it.
It's a very desperate move and it makes even Mashele look bad. There's nothing wrong about, get the author, pay them to write a book about it but don't pretend like it's am independent by the author.
They could be gangsters but it's very disingenuous to say he is hanging out with gangsters, it could have been a random guys asking for a photo opportunity at a bar or something. This is not a recent thing, there has been plenlt contradicting reports about the tap water, the city would test it and say it's fine and some other entity would test it and say it's not good for human consumption.
The easiest solution for now would be to forget about the tap water, Hammanskraal is not too far from other settlements in the region that are not having water issues, get a temporary pipeline from there and bring it to Hammanskraal, it would be at a central point obviously, for cost related issues, then all the tankers should get water from there and distribute it.
I am also suspecting that there isn't enough quality control on the water tankers themselves and the City should get a handle on that, because they could also be getting contaminated water themselves.
