The DA is definitely to blame here. They haven't cleaned up the ANC corruption in the last 10 years, they just left things to deteriorate, and now they are coming with BS stories that it would cost billions to fix. (That's the corrupt ANC BEE tender price. Not an actual reasonable cost estimate. )

It's like owning a car and having no idea how the mechanics and electronics work, if the workshop tells you it costs R20k to replace a cambelt and tell you of the consequences if you take it to a backyard mechanic and he gets it wrong you will end up feeling the reassurance that comes with the massive price is better. You might go somewhere and they change you R18k, it will still just be as expensive compared to the actual cost.
That's the position the municipality finds itself in now, they are not skilled, don't have the capacity for anything and are the mercy of tenderpreneurs who might be just as useless.
