I think what Ramaphosa is going to is to appoint less Ministers from the ANC than what their seats represents and then use that to justify not giving the DA what they want, while buying favour with the smaller parties.

So the bigger parties will end up with more positions anyway whilst those who might not have had positions if NA seats were the only consideration would get something.
