What exactly did he say, his exact words? Because I remember seeing some Afrikaans article and some few Paywalled ones.

Having spent over a billion rand of public money on the Zondo Commission on State Capture, President Ramaphosa stated under oath in his answering affidavit to the DA last week that the recommendations of the Zondo Commission are “not binding”. This severely undermines the entire four-year process and implies the public has spent over a billion rand on mere advice that he can disregard if he so chooses. This is deeply concerning given that his own party was the prime offender. If he does not consider the findings of the Commission to be binding, what assurance can he give South Africa that he will consider its recommendations and make determinations without fear or favour?
 
COPE president Mosiuoa Lekota placed on suspension
COPE’s congress national committee (CNC), its highest decision-making body, has placed party President Mosiuoa Lekota on precautionary suspension.
The announcement was made by COPE's deputy president, Willie Madisha, during a media briefing on Monday in Kempton Park.
Reasons cited for Lekota's suspension include the role he played in dividing the party and the meetings he convenes to form parallel structures within COPE.
Lekota has been COPE's president since 2008.

I meant his exact words, not what the DA are saying he said, because it would have been nice to have a direct quote from that affidavit, but never mind, I will probably stumble upon it when the DA takes it further.

“Following the investigation thereof and compilation of the forensic report, the chairperson of the Mhlathuze Water board allegedly received a visit from an unknown person at her home claiming to be from the National Intelligence Agency (NIA) and that he was sent by the senior manager in the premier's office.
Didn't the NIA merge with other intel/security agencies to become the modern-day SSA?

Regardless of what Ramaphosa said (and we still don't know because all reporting on this is from the DA and seems to maybe have been a reference specifically to cadre deployment), I think commission reports are just that, recommendations that the ruling party can file away to rot or act on. None of it would be binding, they recommend (in the words of the report) various things that those on authority can act on or sit on.
 
Regardless of what Ramaphosa said (and we still don't know because all reporting on this is from the DA and seems to maybe have been a reference specifically to cadre deployment), I think commission reports are just that, recommendations that the ruling party can file away to rot or act on. The problem is, if you're Rama and you promised high and low that you'll abide by the report and implement its recommendations, then it seems odd that you'd have an R1 billion commission that has condemned your party and then in the end just not do anything since it isn't "binding".

What's the point of then launching such an expensive and extensive commission, if you're going to ignore the findings anyway?

He is not ignoring the recommendations though, is he? There's a difference between making the remark that the recommends are not binding and just sitting on it. It is a weasel way to get out of being legally bound when he doesn't act to the DA's binding. They'd prefer that the recommends be bindings so they can enforce them through the courts. Not even the most naïve politician would allow themselves to be painted into a corner like that.

Sure, but it puts more dents in his reputation. Not that Phala Phala helped him tho...

I'm super curious to see what happens with the court case.
