Here's an overview:
It also allows members to “tag” the thread for specific other members by inputting their usernames in the tag box above the posts of the thread.

Not sure it's enabled here, as there doesn't seem to be a tag box above the posts.

I think it's meant to draw someones attention to a thread. Rather than doing an [MENTION=16882]username[/MENTION] in a post...

What's the difference between "Mentioned" and "Tagged"?

How do we disable email notifications? They work fine with the app, no need for doubles.
