If you read the thread on the expected "Price War", you'll notice I offered high upload speeds for free for the confusion caused (not by VC, btw.) 
So, from today, UPA is automatically available to everyone.
Last night, everyone with an active data bundle got provisioned for UPA and over the next week or two all SIM's will get it.

Nothings changed my side but nothing wrong with these speeds and it's been remarkably consistent the last couple of months (dare I say it more consistent than my Cybersmart DSL account).
Oh I am using an E220 which might explain the modest upload speed...

HSDPA - High Speed DOWNLINK Packet Access (speeds: 1.8Mb/s, 3.6Mb/s, 7.2Mb/s, 14.4Mb/s)
HSUPA - High Speed UPLINK Packet Access (speeds: 1.4Mb/s, 2.0Mb/s, 5.6Mb/s)
3G R99 - Third Generation, Release '99 (speeds 64Kb/s, 384Kb/s)
Your modem has two of the above technologies built in, one for downlink and one for uplink. So does the network. Your effective throughput will be the lower number supported by either the network or your modem.
We normally write the speeds as two number like this:
384/64: (384Kb/s max downlink speed and 64Kb/s max uplink speed), 1800/384, 3600/1400, etc.
- The original 3G modems we launched with could only do 384/64.
- Later we launched HSDPA @ 1.8Mb/s in the downlink but still with 3G @ 384 Kb/s in the uplink. Most of the red HSDPA cards were thus 1800/384.
- The network is now at HSDPA-3.6 in the downlink, so if your modem supports it (and you've activated it on your profile), you'll get 3600/384 if you have a modem like an E220.
- UPA @ 1.4Mb/s was activated on the network a while ago (resulting in a 3600/1400 network) but to get it, you need to have a UPA-1.4 modem (like the E272) AND you had to activate it on your profile.
So up to now, you'd get the following profiles, depending on a combination of the network, your modem and if the 3.6 profile is active on your SIM:
- 384/64 - those old '3G' modems
- 1800/384 - original HSDPA modems
- 3600/384 - newer HSDPA modems: E220, etc. (But you need the 3.6 profile, otherwise you'll get 1800/384)
- 3600/1400 - even newer HSDPA modems: E272, etc. (But you need the 3.6 profile, otherwise you'll get 1800/384)
What we now did was to make UPA @ 1.4Mb/s, part of the default profile everybody gets and not part of the 3.6 'chargeable' profile.
So if you have a modem capable of 1400 in the uplink, even if you're NOT on the 3.6 profile, you'll now automatically get the higher (1400) uplink speed.
A few other notes:
- All VC towers are on 3600/1400, not just a few here or there.
- All towers can run on 7.2, but we've not turned it on yet. Hopefully soon.
- If you use the 'orrible MDMA (My Dash is More Advanced
) written by ginggs, you'll see your actual profile. (While we call it 3600/1400, the real numbers are a few digits up or down.)

I have a Novatel MC950D modem HSUPA capable etc. I have not subscribed to the 3.6Mbps (R49 p.m.) service before or changed my profile.
Does this mean I now have 1.8 or 3.6 download after the free UPA upgrade? Or does this freebie only apply to the upload speed. Do we still have to pay the R49 pm. if we want the faster (3.6) download speed?

Only the uplink increased, so now you should be on a 1800/1400 profile. To get 3600/1400 you still need to pay the R49 per month.
Check your speed with http://speed.vodacom.co.za at the various locations you use your laptop. If you constantly (or very often) see a downlink speed of 1800 or better, chances are good you'll get more than that on the 3.6 profile.
Then subscribe to it for 1 month and see how it goes. If it's not substantially better, switch back to 1800/1400.
