Looks like a congested exchange. See highlighted bold on second tracert. Or line activity during test.
 
This is the main reason I left FP + BO about 18 months ago, for the random capping when still having data and random DNS issues. After the 4th time it happened (on big months where I used allotted cap + some roll-over), I'd had enough.

Which ISP did you go to?
 
I streamed Netflix this morning. Didn't have an issue. Granted I only have a 4mb line and only get 720p but it was fine. I'm in Blouberg, Cape Town.
