Have you managed to track down D4 IPs? Also do you know anyone else locally who has lower latency to these servers? As I said in my last response, the IP that @PsyWulf kindly provided is in Las Vegas, which explains 300ms. The IPs you picked up seem to be more frontend IPs and are all hosted by Google with little ability to route around. The first thing to establish is whether a better IP exists.
I have D4, but haven't played yet. More than willing to help test. Vuma in JHB. Just let me know what I need to do.

Looks like they *might* be using prod.actual.battle.net to determine best destination to connect to
My box in SG gets back 137.221.105.168 (US)
My box in ZA gets back 37.244.16.136 (Netherlands)
I did a test run now and had 184ms response ingame with ZA-Websquad

I know when playing Poe there you could select different IP's.
Sorry,I run multiple proxies,tunnels and services across the globe,so I just bounced to a computer in the specified region to test stuff

Just check what IP you get back when pinging prod.actual.battle.net
And check in Resource Monitor under the network tab what IPs d4client connects to when you're in-world

See looking there you (are supposed to) get the same latency as I do and you get Routed to Europe

Since i have the IP address will Run WinMTR while gaming
No,go to the Network tab,sort the "Image" by name and filter it to Diablo IV.exe at the top pane,then check the Network activity pane for all the IPs you connect to

The ONLY other thing I can think is something like MTU? Larger packets being split or behaving badly vs ping packets
Take a remote address there,follow this guide to pick up the maximum packet size before you get fragments,and do the ping tests to the IPs in Remote Address with the max packet sizes,see if the latency behaves differently in ping then
 
Ok done the ping test. Can see from the Resource Monitor. Slight latency movement.

Above looks spot on 177ms, can also be seen from Resource Management.

From a 177ms to 194ms.
 
Yes, it looks like it. if I do default as per Netware info page.
Had to bring it down to 1400.
No,you drop to 1400,then go up 1410,1420 etc and back down when you overshoot. It's a process,they gave the steps,just dumbed down
