It looks like you're advertising 160.119.224.0/20 to both HE in JHB and Workonline in CPT so behavior could be unpredictable, have you considered advertising CPT specific subnets to Workonline in a more specific advertisement in addition to the /20?
 
Cool ideas seems decent. I have 100/100, I get that locally and constantly over cable, WiFi is a little slower. International is decent too.

Perfect. Now can you try again connecting your PC directly to the Vumatel CPE. Run this test 3 times (different times please, but it's important that the PC is directly connected to the CPE. you'll need to disconnect your router for this. Vumatel logs these tests, but also please send results to [email protected] with test times so we can escalate. Definitely a network issue.

No other router like maybe an LTE router? B315, B525 or B618 around? You can always get a cheapie secondhand Rain B618 from the people selling them on gumtree.
 
Ahhh okay. Yeah even 5Ghz wifi isn't that great especially if you have a 200Mbps+ connection.
