screamer might not shape, but they are dead slow last time i used them, i also could not hold a connection longer than an hour with them.
According to the screamer thread, all is great and has been for a couple of weeks now
Do they allow bursting like DC does?
They did shape for a while, but apparently they have more than enough bandwidth now to not have to do so.
Which makes me think that DC has just not ponied up enough cash to buy the amount of bandwidth needed

Im also having some troubles with my DC speeds. Torrents suuuuuccccckkkkk... 0.1kbps - 2kbps downloads on a 256 line.
Also browsing is like riding a scooter up table mountain.
After I struggled with Telkom from the 15th till yesterday to fix a fault on my ADSL(And already paid DC)...my ISP is also not living up to their advertised values. If i could get atleastt 15kbps from Torrent downloads i`ll be happy...
Shaping the line is good in some ways, but limiting everyone sucks
Please someone explain to me what is going on with them...

I'm not sure. It doesn't mention bursting anywhere on their site.
Still, I'd be happy with 384. I've yet to see anything like that on DC so far
But, to be fair, DC has only been around for a month, not really enough time to build up cash - I think they'll evendually be in the same position, maybe even stronger than Screamer.

How much have you downloaded dude?Didn't Screamer only start offering their uncapped (BCSNet) offering a week before DC? And to be fair, I believe they had issues in their first 2 weeks. But they sorted it out, and they do not shape. So I am failing to understand why DC still hasn't sorted out their issues, and why they are shaping.
