I consider going into first gear as qualifying as a full stop, but then again I’m riding a bike so in my mind it comes down to coming to a complete stop but maintaining balance long enough not to put my foot down.
If it’s a four way with other vehicles then I stop entirely and put my foot down until it’s my turn again.
The only exception to this is these bizarre things we have here where it’s a four way stop that is also a speed bump…why it’s both I don’t understand and as such pretty much everyone ignores it as a full stop because of the speed bump forcing everyone to slow right down.

The only thing that qualifies as a full stop is an absolute absence of [forward] momentum. Gears don't play a role in that.

Yes except on a motorcycle going into first means exactly that.
Also good luck putting your car in first while it’s moving forward.

I stop at almost all of them, or at the very least a firm yield with the exception of 1 Stop street which no longer serves a purpose since the road it connected to was closed off.
What really grates my tits is people flying through the Stops, at least slow down and yield to it and observe, that way you will see the Traffic cops just waiting to liberate you of a crisp R50.
Just this afternoon actually, I almost hit a young lady speeding through the Stop behind another car, completely oblivious to me turning right onto the same road, just sped through the stop and only saw me when my grill was next to her window.

Theres reasons for behaviour at stop signs(Abstract):
I live in a saturated hobble & stop-sign town(It was a trend for town planners, seen potential to make more money, foresight lacking...), it takes me 10-15 minutes to drive 3 Km to grocery store. Think about all the brake shoes, tyres, feul wasted(Resources)by design. How can we waste so much by modern design, going backwards, and the safety got worse as well. Apply this at scale and the wastage of resources becomes astronomical.
I think since digital & inernet(Abstract concept of speed from a chair), everybody became gradulally unknowingly more impatiant, and this obviously spilled over on the roads & work places, basicly everywhere as well, a new phenomonem of current times, this is where the stop sign becomes a touch of a second. Now flood the town with stop signs & hobbles and you have a situation-of-frustration embedded by design. Now the law fight phycological effects not fully understood.

Most of the time for me.
But unless there's view obstruction left/right or other traffic, I might be stopped for only a split second or some might call it "debatable". I don't do the handbrake.
In situations where it's clearly going to be my turn to go next I might be pressured to hurry it on a little though.

The only reason why there has to be some sort of punishment for not coming to a full dead stop at a stop street is due to tolerance and how difficult it is to say that was close enough to a stop or is just blasting through as it would be left to interpretation. So road ordinance rules have to take a zero tolerance but in the same vein there it is to be abused by over eager traffic officers if they wish to lie in wait and fine every person that does not come to a dead stop. I believe that it is pretty obvious when someone is being dangerous and reckless at a stop street. I believe that traffic officers should rather be worried about reckless driving than mere minor infringements, but hey once again at what it is subjective to the point of view. I have often been angered by those that just blast through a stop street while only mildly irritated by those that don't come to a dead halt while I do and end up just presuming that as they crossed the line first because they are not coming to a dead halt have the right to pull away first. But as I say that is mildly irritating and pretty rude but not worth a fine, maybe a warning and a mention that they are being rude!
But in all honesty I never believed it was necessary for safety reasons to come to a dead halt as long as it is safe to do so. If you are approaching at the same time as someone else yes both should come to a dead stop and the first to come to the dead stop at the line is the one that should pull away first. If it is clear and you can see in all directions that there is no traffic coming or pedestrians then I would say a dead stop is a waste of your brake pads and petrol but by no means should anyone just ignore the stop sign and just race on through. That should be dealt with with severe fines. The other day I was driving up to a stop street and passed a cyclist with extreme difficulty as there was oncoming traffic and this fellow was almost two meters away from the curb yet I passed him and came to a full stop as it was a very bad two way stop intersection with very poor viability of the road on either side that had no stop and had right of way. Well no sooner had I come to a halt and the fellow on the bicycle blasted straight past me through the stop street without a care in the world. This annoyed me intensely and I kind of wish that there was a traffic officer their at the time to fine him. I often come from the crossing direction and if I had hit this guy because of his total disregard for his own safety I would have been beyond Pissed Off!
So guys just drive safely and in a courteous manner so as to not endanger yourself or others is my motto.

You probably did all of those this morning. But I must follow the rules in your hood? tsek!

And being in a shopping mall parking area DOES NOT ABSOLVE YOU FROM OBEYING THE STOP SIGNS!*
*Specifically applies to those lazy ****ers that MUST park as close to the entrance as possible, even when the only available bays are reserved for disabled parking! Their brains must be disabled, so it is probably better that they rather park there.

Will caveat that while I live in the UK and obey the rules of the road ALL the time, I’m still South African, and will admit to jumping stop signs and red lights in Mzansi… at midnight in dodgy looking areas. I’m not daft or oblivious. But broad daylight? Nah.
