Why are my formatting options greyed out?

Reading the forum on my iPhone, all formatting and add pic options are greyed out? Any suggestions on fixing this please?

Mine did this when I had an unhealthy battery and when I had loads of Safari tabs open. iPhone X, old now. I think it’s related to slowness?

On any browser or device it will be greyed out if this is active:


It toggles the post displaying in coding format.
