We would need more info.

I would use Ubiquiti Unifi range of products:
1x USG
1x CloudKey
Xx Unifi Switches with PoE
Xx Unifi APs

Sharing your internet with other users in the same area as you need a license and permission from the ISP you're using to share that bandwidth too as far as i can recall

Most ISPs have a no aggregation clause in their ts and cs (back to back with FNOs).

That being said (as much as the FPB wants us to, ISPs aren’t the police) and if you’re willing to accept the responsibility that your neighbours will be on your case 24/7 with their issues... Ubiquity UniFi is incredible, reliable and decently priced, but at scale it will cost a lot. If you’re going ahead, consider a MikroTik dual band AP solution and Capsman (slightly more technical, 50% cheaper, just as reliable).

Everyone would be natted from the same public IP which can also be problematic if not controlled. +1 for the UniFi range which is great value for money. A deployment with independent VLANs for each apartment with a DHCP server and some firewall rules should provide enough isolation. The UniFi AP's allow upto 4 SSID's so you can get creative should you want to deploy a guest SSID with a captive portal across all of the AP's.
