Yes, it is
complete denial of service. Clean install was made in the middle of October. Windows Update was set in the group policy editor to "Notify for update and notify for install". Internet connection was not for long,
during session it managed to steal 200MB. Windows found some updates, but kept quiet. After that computer was used occasionally in a pure solitary environment (no external connection of any kind, just keyboard and mouse). Two week later see:

If you don't accept an update, it blocks any operation, even Task Manager is blocked. A time bomb was setup during the first Internet connection. Windows is not a service, Windows is a complete denial of service.
