Try installing ExplorerPatcher & see if that solves the issue for you...Why does this happen? Explorer/Task Bar seldom works when I click on something. I have to click on something sometimes and then have to to press the WINDOWS key on my keyboard for it to bring up the window. It mostly happens with explorer.

Here is another example. Restarting explorer a couple of times a day only fixes it temporary. It has been going on for years and whenever I sign into windows with my windows account the behaviour comes back to any machine I sign into. I AM CURSED!

Sorry, so if I click on one of those windows in the popup they do not want to open either.But that is right ... you have 2 explorer windows already open ... when hover over that yellow icon you need to click the window that you actually want open ... to open a new 3rd explorer window, r-click and select "windows explorer" (or middle click on the icon)... another reason I don't like combined windows ....
