Windows 7 error when moving folders to another destination

Please assist.

I have a couple of folder that I need to move to a different location. Some work fine but about half of the folders can't be moved. I get an error message "The action can't be completed because the folder or a file in it is open in another program". Even if I want to delet certain folders I get the same error and it is driving me nuts.

If I copy and paste it works fine, but I need to drag to save time.
 
Restart your PC and don't open the files with any applications only open explorer and move them.
 
If you are on a network, restart the pc and c$ it from another computer before loggin in on the host computer, your other solution is to download a program called "unlocker", it should kill the process of the program that is locking the folder
 
Unlocker is a utility to identify what program/process is locking the folders, with the option of then terminating the process etc. Handy utility used it a lot, especially when usb devices won't disconnect.
