Windows 8.1 performance issue

I've got a strange one all of a sudden.
A few weeks ago my hard drive on my home server started giving issues.
Eventually I ended up buying a new 2tb hybrid drive and re-installing everything. (A extremely convoluted experience)
Until last week it was running smoothly - and then the server started to become sluggish. I'd be moving the mouse and it would stop for a second before moving. And Browsing is extremely frustrating. At first i thought the problem was Chrome, and uninstalled it - but it seems all the browsers have issues. Plex runs fine, I can stream content without any lags to multiple devices.
But its working directly on the pc that is the problem.

Any suggestions on where to start tracing this issue?

Also had similar issue once, turned out to be the video driver, updated to latest driver and all was fine.

I'm going to start with the drivers, its as good a place as any.

Try it in safe mode first and see if the issue persists?

Had an issue like that two months ago, was the MB that gave up life.
There are so many things that can influence it tough, so good luck figuring out what it is.
