Would trickle + ettercap work?

I have someone really abusing torrents on my network and the router does not block p2p. The QoS settings are way beyond my understanding. The router is a TP-Link.

I want to limit one user on the network and I saw a good suggestion with using ettercap + netlimiter to rate limit a person. The windows version of ettercap is too unstable and I cant do much with it. So I am downloading the linux one. I was wondering if I could do the same thing with ettercap + trickle and ratelimit the user to 100K?

Anyone tried this?

That one is nothing like mine. Mine required a PhD in QoS and Mathematics to understand. Ill post a screenshot of what I mean when I get home. The Billion QoS is so much simpler.

Will let you know when I get home tonight. Just put the new router in (lightning got the last one).
