Google is urging viewers with ad blockers enabled to allow ads on YouTube or try out YouTube Premium “for an ad-free experience”. I was having this issue mainly on my HD Samsung TV. It does seem better but at times when I view the recommended list some of the video blocks just show black with the title below.

I have just got this message from VOX.

Vox Update: Some customers may experience intermittent issues accessing Youtube & Google services during evenings. Services have been restored.
 
Experienced similarly for the few vids I've tried watching recently through Telkom LTE.

Mainly download what I want, so mostly don't have to put up with any streaming issues.

You Tube / Google can do what they want to, but so will I.

Hmm maybe be the network card just sucks on the Samsung then, if you are on Ethernet try WiFi if you are on WiFi try Ethernet.

Otherwise try use you ISP's DNS and see what happens, it may be that Google is not using the most optimises routing.
