So are they Cell C employees or not? Perhaps they are hirelings of a Cell C contractor? If they are then Cell C should fire them (the contractor)... Nice way to cover yourself, outsource and blame the contractor when it goes pear shaped... wonder if this is the case here?

Strange way to look at the world. The benefit of outsourcing is, that for a large sum of money, the company receiving the contract is responsible for completing the job they are being paid for

The contractors job, is merely to do due dilligence on the company that ultimately is awarded the contract.

ZTE have also said publicly that the problems of their workers permits are nothing to do with Cell C!

Looked at another way, if the headline had screamed ZTE employees arrested for not having work permits, who would have paid attention?

In other words, if you don't use the brand name Cell C, the story is rather less interesting!

Maybe our operators should rather go with Ericsson or NSN from now on :-) I wonder how much more expensive those two are compared with ZTE or Huawei.

NSN uses large amounts of foreign workers as well, most of the lower level techs are from India and their middle to senior management are British, just that they don't stick out too much in SA where it's so multi-cultural. Not sure about Ericsson but I'm sure it's the same.
 
yes 100% correct, look at Telkom with their stupid local staff.

U got it wrong , Huawei r rolling out turnkey Telkom mobile project. Huawei, Ericsson, Siemens, Cisco and Alcatel supply Telkom with all of its infrastructure elements
