How best to report Telkom infrastructure issues?

Ive just noticed recently that my 4Mb line is suffering from much higher latency than I would expect.
The time to my next hop after my router is about 150ms and I would expect about 30-40ms and this is what I usually get.
I called Internet Solutions who told me I must deal with my own line issues now (fair enough) and told me DSLAM availability in Muizenberg (W.Cape) was about 1%

I suspect there is just not enough capacity on Telkoms DSLAM or P2P tunnels in the Muizenberg area?

Whats the best way to deal with this or report the problem. Is anyone else getting the same problem...usually during the day. My line is hardly being used when I test.
The trouble is nothings actually broken but Im not getting what I would expect, the latency is close to dial up.
 
Same problem in Table View, Tommy. Exchange is totally congested, not enough high speed DSLAMs available. Depending on who you ask they tell you either 'nothing is wrong' or they are 'aware of the problem but can't do anything since they don't have budget to upgrade their infrastructure'. A techie told me the managers are sitting tight on the money since they think about the shareholders and their own boni more than about the customers or doing their job right.
So I guess there is nothing we can do but hope for the long overdue upgrades in the new fiscal year (starting 1 April).

On and off for the last 6 months or so. It generally comes right, maybe I live in a neighbourhood of torrenters. To be honest, If i didn't game I probably would not notice as everything works. VNC and ssh sessions can be a pain tho.

ZACTLY! In usual surf sessions one wouldn't notice much but the occasional hickup. While reading a forum i.e. you don't know if your line suffers from bad spikes. It's just in gaming when your screen suddenly freezes in, your avie or its surroundings won't rez or you're constantly killed by opponents, if you are into shooting stuff or so.
