BS. The upper range of how competitive any sport is not determined by just the amount of people or teams. Otherwise China and India will just dominate all sport just based on number of people.

SA should be qualifying and making it out of the group stages more often than it does.
You also have to just look at what is done for Rugby and ask why we can't do the same for Football.
