ADSL bitstream service will help consumers and ISPs

When ICASA says 1 November, 2012.... you need to add about 7 years for the paperwork to be finalised (and for them to finish their ping pong game).
 
What is bitstream? When you stream a youtube video on a 384kbps line?
 
I cant see that happening .
Eight months to install that equipment , that is assuming all the ISP,s agree on what equipment and who is going to pay what .
ICASA live in another world not in the real world .
 
With ICASAs current track record, I would not hold my breath. I got an invoice from them today, dated 2012-02-20, warning me that I must pay within 30 days, with not a single bit of information about bank details. How can you do business like this in today's world?
