Feedback: Limiting upload speed in the ADSL modem solved my issue.
I'm not sure if it's a modem issue or what, but this helped it a heck of a lot! Any higher than this value, made my line unusable while uploading anything. P.S. The "check" feature detected a max possible upload rate of 650Kbps, but as you can see I have capped it at 500 Kbps and the line is MUCH better while uploading! Reaching near full download speeds now even while uploading.
