ADSL Line - Help Needed

Hey Wassup Guys,

I need help once again from the great and wise on this forum.

I have a 4meg line from MWEB and my speeds are horrible:

I have logged several faults with Telkom but they keep telling me that ADSL speeds are not guaranteed and the service is UP TO 4mbps. I wanted to find out from you guys do my line stats look ok because I done a self install:

Operational Mode: ADSL G .DMT
Upstream: 512 kbps
Downstream: 4096 kbps
SNR Margin (Upstream): 23.0 db
SNR Margin (Downstream): 22.5 db
Line Attenuation (Upstream): 4.5 db
Line Attenuation (Downstream): 12.5 db
 
line stats is perfect, you could have over congested exchange, pm mweb guy so he can check it out for you
 
With line stats like that you sure you're not squatting IN the exchange?:p

Hahaha but if you see my speedtest results you will be shocked.
Download:0.60 mbps
Upload: 0.43 mbps
ping: 31 ms

And this is on a 4meg line :(

Eish! You is being throttled (Shaped?) by your ISP...
While telkom provides you with a pipe big enough, your ISP probably put a valve in there to keep you humble...

That's what I also thought but I tried three different ISP's all with a similar result. But @hereticangel was rite my exchange is heavily congested and unfortunately nothing can be done until they upgrade the infrastructure in my area.
 
Ouch, ISP's and Telkom should warn customers that they have a VERY VERY good change of not getting near the speed they pay for! Disgusting....
