ADSL/Network Help Please - Telkom useless again

I have had this intermittent problem for months.
Telkom keeps closing the fault without consulting me as to whether it is fixed or not.

I am getting high latency spikes, which are sometimes a few seconds but can go on for hours.

this is what my typical traceroute looks like when its going haywire

Last time a techie actually came around my GF was at home so I got half a story from her. but apparently the techie said everything is fine, its a speed problem??? My speeds are actually pretty stable, its just this excessive latency that stuffs everything up

I have a friend that works for telkom and he has done line check etc for me and attenuation etc all checks out.
I also have degraded network when it rains.

Any thoughts?
