Hi, I'm wondering if anyone can help troubleshoot this problem.
Issue is that during business hours my adsl speeds drop drastically and is flappy. So I'll have good speeds for a couple minutes then really bad speeds other times.

This is a long standing problem and didn't really bother me until I have now started working from home and reliable bandwidth for Skype calls is essential.

I have logged calls with both Afrihost and Telkom and have transferred the management of the line to Afrihost. I even changed from an uncapped package to a capped package with suspicion that it might be some throttling at play.

I need some advice on how to go about finding resolution to this as when I call Afrihost they log a call with Telkom, Telkom comes out investigates a low and behold ... everything seems stable. Afrihost agents do pick up some issues on the line though.

Not sure how to go about getting someone to take accountability.

It sounds like this could be a congestion issue... I'll need to check on your account and ADSL Line, can you please PM me your details.

Check the package you signed up for. There is probably a stupid contention ratio. In other words there are probably 50 other users sharing the line.

Also check the following:
How many devices (computers, tablets, phones) are using the connection?
Is Windows update running on some/all computers at the same time?
Are you "leaking" wifi? i.e. is your neighbour using your wifi?
Are you exceeding any FUP the provider has given you?

If you have multiple computers, get netWorx (free) and install it on all your computers. Set each computer to a quota for each day/week. You will quickly work out which one is using the bandwidth (reports per hour/day/week).
