This is the second time I have had these symptoms, and both times it was said it was congested exchange, and I decided bull****, pushed for answers, and it's the second time it was actually something else.
Seems like somebody started this buzz phrase a few years back, and now everyone's just sticking to this every time they see these problems. Luckily we have superstars at Telkom like Charl Olivier who actually goes and digs for it. Imagine how many people hear their exchange is congested, wait 2 years for the infrastructure to be updated, and then still have these problems.
A sad tale, really.
Thanks for those from Afrihost who at least tried to help. It's an improvement from where I've been.
EDIT: Before some Slimjan comes across and thinks that I am trying to say that none are ever congested exchanges, this is not what I'm saying.

I see in the new client zone there is an option to optimise my Business account, this is currently off. What does this do?
We've introduced a feature for business owners who are getting employee's running torrents and other P2P services on their office networks, causing slow performance for business functions.
Now the business owner can introduce very aggressive shaping on torrents (not on any realtime or HTTP services, even downloads) and get the best out of his business connection at any time. It can also be switched off at any time so that you can have an unshaped connection whenever you want it.
We think it will save a lot of business owners the hefty expense expense of network traffic policing software and gear to keep their office networks cleaner. It's still best to have that stuff - but this is also a great option for smaller businesses and networks.

That wouldn't make a lot in achieving what Afriperson suggested. I'm sure it doesn't work dynamically in this case. It's either allowed, or not allowedDoes it shape dynamically or will it shape it during business hours and then unshape torrents outside of business hours?
What I mean by dynamically is whether it's demand based? So If I've got optimization on and no other traffic is going on on the line, will the torrents be able to run at full speed? And then as soon as there's web traffic or video traffic, it'll give the torrents lowest priority?
