Anyone else having problems accessing some sites like Google, Standard Bank but others load like FNB

Just opened them, no. Standard bank is slow though.
No issues on this side. Can you post a traceroute?

latency looks fine.. and youtube is okay, but just torrents looked as though i was being throttled

All back to normal again 
Looks like some congestion at the exchange - doesn't seem too severe though. Torrents don't usually need good latency, but remember that it depends on how fast your seeder's line is, how much he has limited his upload and whether he has the whole file or not.
