Public IP received, but still getting blocked. But I think this must be an isolated case as everything else is fine. I'll just Cloudflare WARP or Tailscale Exit node if I need to access the website.

Due to packet loss between Marseille <> Amsterdam, our transit provider had to disable AMS-IX peering for now. Traffic is now routed via London and Transit from Marseille. This might cause increased latency to some Eastern European networks.

Yeah you are natted. It's the nat box that is busy it drops icmp directed at it.
