Out of curiosity, I remember a few years ago that you either had uncapped and a FUP or you had a shaped uncapped account, looking at MWEB, etc from way back.

What changed with fibre that ISPs can now offer proper uncapped unshaped at such high speeds without crippling the network?

Drastically reduced IPC costs. Openserve has reduced this a lot to compete and the new 500Mbps also has a relatively low line rental fee.

It was but not as bad as IPC. Now with more cables landed and more landing soon international transit is quite a competitive space.

Openserve also sells International transit and those have also been reduced from what they were back then.
