In terms of the "Partnership Agreement" for Medupi and Kusile, Eskom set an unprescedented wage scale where all labour were paid R2.50 per km from the site to their actual home on the pay weekends ( so a worker staying in the Eastern Cape could bag R6000 for a weekend trip from Eskom). Eskom also increased the minimum wage of the labour above industry rates. They also paid the labour for travel time from the Eskom provided hostels (free food and lodging) to the site.
This was all done in mid 2011.
What was the result of this? Did Eskom realise massive productivity increases? No quite the opposite.
The labour realised substantial pay increases, while productivity did not increase at all. It has remained relatively the same since the start. The labour learnt by simply striking, they could force Eskom to the bargaining table as Eskom are far too concerned with a site standing due to industrial action.
So incentives to finish Medupi? Yeah been there done there and got the T-shirt and nothing happened.
