Not really. The 4th gen iPad had a faster processor and faster GPU.

That doesn't seem right.

The iPad 4 is substantially faster than the iPad 3. Apple claimed that it had double the CPU performance and double the graphics performance when compared to the iPad 3. Some benchmarks found that it was slightly less than double but close enough. The iPad 3 vs the iPad 2 on the other hand was a whole different story...
 
Strange that you then feel it's reasonable to blame the OS vendor for an App developed by a 3rd party; unless of course you believe both yourself and Google (re chrome example) are infallible.

FYI most crashes on iOS tend to be memory related, for example: Apps that ignore iOS memory warnings, which as you know requires all resident apps to immediately release resources, or be terminated. I.e. Most "crashes" are due to a lack of proper memory management by the App, and not the OS.

Do you disagree?

Obviously you haven't used iOS 7 before because if you did you would know that chrome is not the only app that crashes. The whole OS crashes occasionally. Funny how when an app crashes on Android then it's Android and if the same happens to iOS then the developer is the problem. Go figure
