That doesn't make sense at all,why would there be billing system issues at one tower and not the others?
I agree, a problem at one base station or sector is probably congestion either on the radio side or the backhaul side.

And we always seem to forget that one of the first places where we get congestion is on the transmission lines back tot he core network. If it is not fibre then the microwave links may not cope so lekker.

I think this is the problem in my area since even the day 3g went live the speeds were not so great i.e under 1mbps and now even worse a year later.
 
CELL C 3G/wooosh back in the day when they launched was incredible, awesome, brilliant, stable with a few hiccups. Now I am using the service I get under 1 meg and sometimes no throughput, have to reset my device in order to get some internet communication to the outside world.

A) Is there network congested?
B) backhaul infrastructure outdated and cannot handle the load on userdatabase
C) Accounting/radius error the culprit of the network having no data/no throughput ata ll
D) do they have to apply patches to their towers(new firmware) to be able to manage the load
E) More towers need to be erected and approved faster than waiting for the green light
