Just putting this here for future reference.
I'm a DStv Stream subscriber, home fibre via Openserve and the good guys at Atomic. About a week ago all my DStv streaming apps died, when connected to home wifi. The infamous error 403 (if you get anything at all... Smart TV just showed two horizontal white lines.) My IP address at the time was 102.216.78.184.
No other streaming apps were affected. I wasn't using VPN. Switching to Telkom LTE worked fine again. So my IP address was getting blocked by Multichoice.
Eventually I got assigned a new address by turning off the ONT for an hour (only the 184 changed, but same block). DStv Stream back to normal!
