You could also record him being a boks and show it to him, if he doesn't care, post it to youtube and spam everyone who knows him with the link, that should get him to re-evaluate his ways pretty quickly

He wants him to swear less and not be more aggressive, high pings has the latter effect.

Apex is pretty playable with 200ms pings, 400 might be a touch on the "Ill kill anyone walking into the room because of my frustration" territory
 
home router firewalls block all in and allow all out by default, just add the game ports to the outbound firewall rules...
