I need to download a 15GB file from a local server. I still have international bandwidth left. Is it possible to download the file using my local bandwidth whilst i still have international bandwidth?

Generally "international" bandwidth is actually blended (i.e. local and international). Once you run out of that you go onto local.

I dont want to wait till it runs out i want to download it now without it using my blended bandwidth

there is way.

you need a half bridge router for it.

you let the cap run out, then switch off your router, and use your telkom account on the router will only give you local i.p only for local bandwidth.

then you keep it on there, and if you need international bandwidth you dial your telkom account from your pc.

though you need run out first to do the trick and if router goes off or desync you will have start from step 1.

1) Buy a once-off local-only account for the download
2) Wait

Your not making any sense. I do not understand.

The only way that you'll be able to download from the local only cap with a Telkom account when you still have international bandwidth left would be to make use of the exploit like hereticangel sort of described.
There are lots of posts on how to exploit it.

In the end, you'll be better off just buying like IS local only and then splitting the traffic.

short story, yes one can run the local independent from the blended. but in OP's case not now because the exploit first has to be active

The exploit can only be initiated when you run out of cap, so it is usually recommended to do it at the end of the month.
If your ADSL connection isn't very stable - like it would disconnect once per day - then the exploit won't work either. You'll need a very stable ADSL connection - that doesn't drop once in a month even.
