Possible welding machine or grinding work being done there?

Good observation. Sadly, this happens all too often. They never have enough liability to go after them for reparations. In this one, no liability policy would be anywhere near enough to respond.

Since the area is predominantly industrial and logistics it will be relatively sparsely populated. I personally would evacuate for about 1km around it just in case of chemical elements getting into the air.

Sage advice, TB. Reminds me of the 2015 Tianjin explosions. The secondary explosion was because of the chemicals and other assorted flammable substances the original fire triggered.
 
I was going to say "here, allow me.." but apparently I also need to spread the rep more. I last repped Sinbad in Feb., so that's weird.
 
Ok, the dark cloud seems to be lessening somewhat, so maybe things are looking under control?
 
Just realized I can see it from my front of our office, still a helluva lot of smoke coming off it...

Let's just say I hope no drama queen from Morningside ever pisses off a well-connected Tsar.

That's one way to get the hyacinth off Harties in a hurry.
