Ahh ...
Ahh ... so you can't just be a developer for application XYZ and then say ... "I'd like to sell this to Apple users as well" ... Hmm, if Apple makes people jump through hoops to develop for them, then of course a large proportion of developers are never going to bother ... Apple shooting itself in the foot here?
Actually, no. The concept may be self-explanatory, but the practice? Can I walk into Incredible Connection, pick up the lastest Windows app to catch my eye, and with no special knowledge be assured that it will install and run?
My point is, Joe Average will NOT fork out money just to try something new. If you want to increase market share, then you HAVE to aim for Joe Average. If Apple WANTS to be elitist and only aim for the narrow band of users that actively seek out change, then fine, I have absolutely no issue with that, but to say that the average user must change BEFORE he can be exposed to OS X is totally unrealistic. The average user will NOT experiment if there is the slightest expense.
Of course they choose to develop for that OS. To be a developer for OS X you have to sign up first and be accepted as a developer then you are either given a pre release copy of OS X to work on at Apple's World Wide Developers Conference or download it from their developer website.

Runs seamlessly is pretty self explanatory - running applications.

To cover your second point, how did you first get to use Windows? You had to or eventually had to buy it or it came with your new PC. It was your choice to go with Windows. If you decide to try out OS X there are ways to do this. Go to their website where it perfectly explains the transition from PC to Mac or visit an Apple shop all over SA. But THIS IS YOUR choice if it is something you want to do. You only remain Joe Average if you don't try new things.
I don't deny that Windows retains dominance in the market and I believe it always will however statistically OS X increases market share year after year. FACT.
