ET 500 Gate Motor not using AC

Hi All, My ET500 stopped using AC. I tested the transformer 220 V -> 18 VAC. I tested 18 VAC at transformer but only about 4 to 5 VAC at motor control board, when disconnecting the plug, then there's about 17.8 VAC on the wire, so I guess that possibly means something wrong at the PCB pulling the voltage down? Tested 3 fuses that I found on the board, they are ok.
Anyone have possible cause/fix ideas please?
