On step 4 , it even pre-populates Netherlands for me on the steam page (incognito), since that is what my VPN is set to. But I click go to register and it just keeps taking me back to the Captcha screen over and over again.

What VPN you using, current I am on Hide.me
Oh, yes I also got that. Then I just restarted the whole process and this was even with Nord/Express. However, after reconnecting to another node it worked fine.

I used UK: East London with expressVPN.

I know that Lost Ark is not available in the Nederlands as well, so you will have to get another region to start with.

If you want to use a free VPN, just get Proton VPN, set it to US and you will have no issues.
 
@Herr der Verboten and @Convict , thanks for trying to help out it was appreciated, i think I am un help able at this stage...

I tried Proton VPN connecting to US. Open new and only igogneto window, united states pre-populated as country of residence, fill in a new email and password.

Do the reCAPTCHA , and check the check box to accept terms, then either error message that reCAPTCHA is incorrect or after trying a few times the message cannot create account on VPN is displayed. Tried connecting to the other free Proton US servers as well.

Update from some research online,

Register new steam account igogneto mode (VPN OFF) (select the same country as what you are going to connect as in your VPN later, i did United States since as @Convict mentioned Proton VPN has the option for Unites States as free.)

Then steam will email you, before you open the activation email from steam turn on your VPN copy the link from the email and open it as a new tab from the one you used to register above (still igogneto mode)

Now close that tab and you should be back on the tab that is now verified in steam, you should now be able to add the game for pre-loading - this will ask that you open your steam client, say yes. After logging in with your new steam account you should either be able to add the game to your cart or start the pre-loading free download. (once the download starts you can switch off you VPN)

My game is now pre-loading/downloading (57.1 GB) Now I do not know yet if the game is going to run when the game comes out........

Also a video for South Africans with the method that @Herr der Verboten describes, that I cannot get to work for me for some reason, but I see some people in the comments got the same results as me and had to do above.

I had the same problem when I tried to register in Germany (with a VPN)

In the end I had to connect to a France VPN and then the registration worked.

I was able to get the account going, however, the "Pre Load" is just not doing anything or working, Does anybody else have this issue? Nothing starts to download
 
@KaboomZA in my message it states, you need to start the Pre Download even while still connected to the VPN, then after downloading starts you can disconnect the VPN from now on.
 
hmm then I might have screwed up, let me see if I can connect to vpn then start download

Hi peeps.

I was struggling with the creating steam account step. Steam kept telling me that my verify I'm not a robot thing wasn't working, which only happened after I first tried to create a new steam account with VPN on. I thought I'd share the work around I found in case anyone else runs into this.

Basically the same steps as Pure Acid used above but used my phone for the account creation steps.

I.e. download Proton VPN on your phone. Open incognito tab (VPN off), create new Steam account with region as United States. (I used phone data here instead of Wifi)
Turn on VPN before opening account verification email
Copy hyperlink of "verify account button" from the verification email.
Paste this into new igonito tab on phone (Keep original tab open)
Then go to original tab and complete acc creation.

Then switch to your PC, make sure VPN is running on PC before signing into steam, add Lost Ark to library and start download.

You can switch VPN off once download has started.

guys just use a VPN to switch yur steam store to UK, buy the game. install and play with no VPN.

been playing on London server with no issues or lag since the 8th

Yeah, what I basically did was use my ISP (Cool Ideas') UK VPN, go to Steam store via browser, search for Lost Ark, hit the "Free to Play" button, asked me to launch my Steam client. I login to my Steam client and it started downloading. Disconnected the VPN and my download resumed. Done.
